Combined-Hazard Risk Metrics Calculation
Community Risk Adjusted Expected Annual Loss
The combined-hazard risk metrics fact sheet provides guidance to calculate Risk Index and Expected Annual Loss (EAL) metrics for selected subsets of the 18 hazard types included in the National Risk Index (e.g., combining Coastal Flooding and Riverine Flooding to calculate risks associated with flooding).
The methodology can be applied to November 2021 (v.1.18.1) or earlier versions of National Risk Index data.
Combined-Hazard Risk Metrics Calculation Fact Sheet
Community Risk Adjusted Expected Annual Loss (EAL) is an alternate metric for the EAL component of the National Risk Index. Provided at the state level, the dataset is designed to build upon the existing state-level EAL dataset of the National Risk Index. It uses all components of the standard National Risk Index risk equation but uses a different process to calculate proxy risk scores and ratings for each hazard type and across all hazard types (composite). Community Risk Adjusted EAL Data Dictionary
Expected Annual Loss (EAL) Rate is an alternate risk metric for the EAL component of the National Risk Index. It is defined as the proportion of the total value expected to be lost annually for a given community. EAL Rate can be calculated separately for building, population, and agriculture consequence types for all 18 natural hazard types included in the Index (individually and composite).
